The Training Bureau is an integral department within the Services Division.
The Training Bureau is staffed by Sgt. Fitzpatrick and Ptlm. Lewis on a full time basis. Throughout the year the following officers (Sgt. Besser, Cpl. Szymanski, Ptlm. Gurba and Ptlm. Beverett) are assigned on a temporary basis to assist with Firearms Training and CPR Training.
The Training Bureau is responsible for providing and coordinating all the training needs of the Department. There is mandatory training established by the Police Training Commission and the Attorney General that every officer and dispatcher must complete each year. Some examples of the mandatory training are as follows, Firearms, Domestic Violence, Pursuit Driving and Use of Force.
The Training Bureau is also responsible for the career development of all the officers, dispatchers and civilian personnel and will coordinate sending them to professional training outside the Department. The Training Bureau is also responsible for coordinating managing Project Medicine Drop. Project Medicine Drop is a program which allows you to drop off your expired and unused prescription drugs in a container in Police Headquarters lobby with no questions asked so it can be safely and properly disposed of.
Sgt. Fitzpatrick supervises the Training Bureau and provides training at the monthly Supervisor’s meeting. He also conducts Internal Affairs investigations and he manages the Uniform Crime Reports (which is the collection of our monthly crime statistics which are forwarded to the New Jersey State Police and the Federal Bureau of Investigation) and the Department’s Accreditation Program. Officer Lewis has been certified as a Range Master, Firearms Instructor, CPR Instructor, Mace Instructor, Baton Instructor and he is an instructor at the Somerset County Police Academy. He is also a member of the Somerset County Emergency Response Team (S.W.A.T.). He incorporates his knowledge and experience from the S.W.A.T. team into training for the Department.
The Hillsborough Twp. Police Department is an Accredited Police Agency. This program is administered by the NJ State Association of Chiefs of Police with the objective to help law enforcement agencies improve their overall performance. This is a voluntary program in which participating agencies adopt standards containing a clear statement of professional objectives. Participating agencies then conduct a thorough self-analysis to determine how existing operations can be adapted to meet these objectives. Once the procedures are in place, a team of trained assessors verify that applicable standards have been successfully implemented. Accreditation status represents a significant professional achievement.
